The former Biblioteka – which was something of an institution – reopened in 2020 as Whitehouse, and its dining terrace remains one of the most sought-after in the city thanks to its views over the colourful flower displays of Vērmanes Garden. It’s a sizeable place, with a long, narrow room, stylish décor and even a living wall. The menu blends modern European influences with subtle Asian touches, and there’s a touch of theatre to the presentation. Desserts are a highlight, as are the signature cocktails, and the place really comes into its own in the evening.
